Mothers Skimp as States Take Child Support

[The typical pattern in Europe in contrast to the U.S. is that separate agencies: a) provide support for abandoned mothers and their children, b) collect payments owed by fathers. Certainly this is true at least in France. Our system is a disaster per the below report. Ed Kent]
